State Police Charge Howell Man With Sexually Assaulting Child

Charges involve child under the age of 13.

The Howell Police Department got a hand from the New Jersey State Police last week in the apprehension of a man suspected in a case of aggravated sexual assault and endangering the welfare of a child.

David Winkowski, 55, was charged following an investigation by the local department. While the Howell police were unable to locate him his information was entered into the National Crime Information Center database as a “wanted person,” according to Detective Sgt. Eileen Dodd.

The incidents, according to Dodd, occurred between July and October of 2013 and that Winkowski knew the victim. Following the investigation he was charged with first degree aggravated sexual assault of a child under the age of 13 and second degree endangering the welfare of a child.

On Friday morning Winkowski’s car was stopped by the state police and he was arrested on an outstanding warrant from the township. He was taken to Howell Police Headquarters before being transported to the Monmouth County Correctional Institution in lieu of $300,000 bail with no 10 percent option

The case was investigated by Detectives Janet Benitez and Robert Ortenzi of the Howell Police Department with assistance from Det. Shawn Murph of the Monmouth County Prosecutor’s Office.
